February 27, 2020 Board Meeting Highlights

Petition for Service: Pine Tree Zoning Bylaw
The Board accepted the petition from the residents of the parcels in the geographical area bounded by Highway 101 to the North, the ocean to the South and between Twin Eagles Road to the East and the eastern boundary of lot 9573 Random Road to the West to establish a low-density residential neighbourhood zoning bylaw. The Board has directed staff to report back to the Planning Committee on the zoning bylaw process.

 

Rural Paratransit Service

The Board directed staff to engage with BC Transit to look at future transit opportunities.

 

Satellite Recycling Depot Texada Island

The Board authorized the Van Anda Recycling Depot to remain in its current location at 2057 Gillies Bay Road, Gillies Bay, BC.

 

Northeast Bay Recreation Reserve, Texada Island
The Board directed staff to send a Letter of Interest to the provincial Ministry of Forest, Lands, Natural Resource Operations and Rural Development to have Crown land in Northeast Bay on Texada Island set aside under a reserve for environment, conservation, and recreation purposes on behalf of qathet Regional District. The Board also proposed that the reserve area be composed of Crown land within the existing Section 16 Map Reserve for Use, Recreation and Enjoyment of the Public (UREP) and the aquatic area of Northeast Bay.

 

Shoreline Cleanup 2019 Year End Report

The Board received the Shoreline Cleanup 2019 Year End Report and will forward the report to the Minister of Environment and Climate Change Strategy, George Heyman and the Parliamentary Secretary for Environment, Sheila Malcolmson. This is to add the voice of qathet Regional District to those in support of the ‘potential solutions’ to the problem of marine debris identified in Parliamentary Secretary Malcolmson’s February 2020 report entitled What We Heard on Marine Debris in B.C.

The Board will also forward “Shoreline Cleanup 2019 Year End Report” and the provincial report “What We Heard on Marine Debris in B.C.” to the Association of Vancouver Island Coastal Communities (AVICC) Special Committee on Solid Waste Management.

 

Corporate Greenhouse Gas Reduction Strategy and Background Report
The Board received and adopted the “Corporate Greenhouse Gas Reduction Strategy Project Background Report” authored by Svend Andersen, GHG Accounting Services.

 

Community Emergency Preparedness Fund: Emergency Support Services, Operations Centre’s & Training

The Board endorsed an application to the Union of BC Municipalities (UBCM) for the Emergency Support Services (ESS), Emergency Operations Centre’s and Training funding streams of the Community Emergency Preparedness Fund (CEPF).
