The Powell River Regional Hospital District Board adopted the 2021 Powell River Regional Hospital District Budget.

The Board received four correspondences regarding the proposed composting facility in Townsite.

 

Correspondence from Western Forest Products re Letter of Appreciation

The Board received a letter of appreciation from Western Forest Products.

 

Correspondence from Texada Elementary School PAC re Letter of Support

The Board will provide a letter of support for Texada Elementary School’s grant application to
Powell River Community Forest Ltd. for the expansion of the Texada Elementary School playground.

 

Correspondence from the City of Langley re Resolution – Raising Disability and Income Assistance to a Livable Rate

The Board received correspondence from the City of Langley dated March 11, 2021 regarding a resolution titled Raising Disability and Income Assistance to a Livable Rate.

 

Applications Update for March 9, 2021

The Board received the applications update report dated March 9, 2021 for information.

 

Subdivision Application, District Lot 1372, 3100 Malaspina Promenade, Savary Island, Electoral

Area A

The Board will advise the Ministry of Transportation and Infrastructure that the qathet Regional District has no objection to the proposed conventional subdivision of the property at 3100 Malaspina Promenade, subject to proof of on-site water and sewer servicing on the proposed lots that will be required by Vancouver Coastal Health.

 

Accessibility in qathet Regional District and City of Powell River

The Board directed staff to include the issue of accessibility in the region on the next Community to Community to Community (C3) Agenda.

 

qathet Regional District Agricultural Advisory Committee Membership

The Board directed staff to advertise to full the two vacant ‘Members-At-Large’ positions for the Agricultural Advisory Committee.

 

Unacceptable Levels of Telephone Service Reliability on Lasqueti Island 

The Board will send a letter to Telus and the CRTC to raise the issue of telephone service reliability on Lasqueti Island.

 

Community Emergency Preparedness Fund: Emergency Operations Centres and Training

The Board endorsed an application to the Union of BC Municipalities (UBCM) for the Emergency Operations Centres and Training funding stream of the Community Emergency Preparedness Fund, and endorsed the qathet Regional District providing overall grant management for this project.

 

2021-2025 Financial Plan Draft Four

The Board requested that regional parks statutory reserve be renamed to regional parks acquisition reserve on the 2021-2025 Financial Plan and that the missing titles be included. The Board allocated any 2020 surpluses not scheduled for use in 2021 to the appropriate reserves in the proposed 2021-2025 Financial Plan. Financial Plan Bylaw No. 567, 2021 was adopted.

 

Posting Notice of Public Hearing  

The Board received the staff report dated February 26, 2021 on the subject of Posting Notice of Public Hearing and directed staff to bring forward amendments to Policy 5.2.6.

 

Agricultural Land Reserve Non-Adhering Residential Use Application, 4071 Padgett Road, District Lot 5488, Electoral Area B

The Board directed staff to forward the Non-Adhering Residential Use Application at 4071 Padgett Road to the Agricultural Land Commission to process under their legislative authority.

 

The Board requested that the Agricultural Land Commission be advised that all lands within the Agricultural Land Reserve, within the planning area, are designated Agricultural and that the intent of Agricultural designation is to encourage protection of lands within the Agricultural Land Reserve for agricultural production.

 

The Board requested that the Agricultural Land Commission be advised that the Official Community Plan recommends the stewardship, protection and retention of rural agricultural land in Paradise Valley and further that the land uses permitted on land designated Agricultural are those permitted by the Agricultural Land Commission Act and Regulation in the Electoral Area B Official Community Plan Bylaw No. 465, 2012.

 

The Board requested that the Agricultural Land Commission be advised to consider proof of on-site water and sewer for each of the proposed dwellings from Vancouver Coastal Health as a condition of their decision.
