July 29, 2021 Regional Board Meeting Highlights

Subdivision Application, District Lot 5234, 8501 Highway 101 and 8550 Cairns Road, Electoral Area B

The Board will advise the Ministry of Transportation and Infrastructure that qathet Regional District supports the proposed two lot conventional subdivision application at 8501 Highway 101 and 8550 Cairns Road. Subject to: proof of water and sewer servicing on each of the proposed lots.

 

Asset Management Program Progress Update and Savary Island Marine Service Asset Management Plan – State of Assets Report

The Board received the Asset Management Program Progress Update and Savary Island Marine Service Asset Management Plan – State of Assets Report dated July 5, 2021 for information;

 

and approved the template of the Savary Island Marine Service Asset Management Plan – State of Assets Report;

 

and directed staff to proceed with writing of State of Assets Reports for all other Regional District services for which assets are required based on the template.

 

The Board will amend and strike-out the words “Indian Point boat launch” and replace with “Savary Island west boat launch” and this term to be used to describe the asset in all regional district documents going forward;

 

and the word “amended” will be inserted before “Asset Management Program Progress Update and Savary Island Marine Service Asset Management Plan – State of Assets Report, dated July 5, 2021”.

 

Former Lund Fire Hall – Disposal Options

The Board to transfer the property located at 9642 Larson Road from the Northside Volunteer Fire Protection Service to the Northside Recreation Service for an independently appraised value, funded from the Northside Recreation Service reserve;

 

and approved an amendment to the Northside Recreation Service 2021 budget to allocate funds from the non-statutory reserve to fund the purchase, the associated transfer of land and improvements from the Northside Volunteer Fire Protection Service;

 

and approved an amendment to the Northside Fire Protection Service 2021 budget to recognize the proceeds and associated transfer of land and improvements to the Northside Recreation Service.

 

Review of the Use of Project Evaluation Plan in the 2021 Budgeting Process

The Board endorsed the continuation of the use of a Project Evaluation Plan form to assign a rating to proposed capital projects in order to determine project prioritization within and across services for budget deliberations.

 

Joyce Carlson and Jill Ehgoetz, Rotary Club of Powell River re Cemetery Grave Markers

The Board directed staff to explore the hazards and potential of allowing the Powell River Rotary Club to organize a cemetery grave markers work party and report back to the Board.

 

Notice of Motion – Director Gisborne

Director Gisborne provided notice that he will be bringing a motion forward at the next Committee of the Whole Meeting to discuss a “volunteers and parks program”

 

Applications Update for July 13, 2021

The Board received the applications update report dated July 13, 2021 for information.

 

Correspondence dated June 28, 2021 from Hegus John Hackett, Tla’amin Nation re Selection of Organics Processing Service Provider

The Board will reply to Hegus Hackett’s letter dated June 28, 2021 and include the information provided by the CAO and advise them that the qRD is willing to meet to discuss the Request for Proposal (RFP) process.

 

Water System Extension Feasibility Study

The Board received the Water System Extension Feasibility Study June 2021.

 

Illegal Dumping Free Disposal Day

The Board directed staff to promote, organize and facilitate a one-day free disposal event for illegally dumped waste.

 

Connected Communities – The Last Mile

The Board adopted the Connectivity Last Mile qRD Internet Infrastructure Assessment Report authored by Driftwood Communications Ltd, dated June 2021 and referred the report to the next strategic planning session.

 

Economic Development Function – Session

The Board directed staff to bring back a report regarding options and considerations for revitalizing community group grant requests/funding.

 

The Board authorized the Chair to write a letter and invite the Mayor of the City of Powell River to a meeting to explore the potential for a collaborative initiative regarding joint/regional economic development function;

 

and authorized the CAO to contact his City of Powell River counterpart to identify any administrative potential for same.
