The Board will advise the Ministry of Transportation and Infrastructure that qathet Regional District supports the proposed 28-lot bare land strata subdivision application for the property at 14445 Sarah Point Road subject to proof of water and sewer servicing, the applicant pay funds in lieu of park dedication and enter into a Section 219 Covenant to protect the riparian areas.

The Board will advise the Ministry of Transportation and Infrastructure that qathet Regional District supports the proposed eight lot conventional subdivision application for properties on Wall Street subject to proof of water and septic servicing and the applicant provide qathet Regional District with parkland dedication next to Emily Lake.

The Board will advise the Ministry of Transportation and Infrastructure that qathet Regional District supports the proposed two lot conventional subdivision application for the property at 1888 Spectacle Lake Road subject to proof of water and septic servicing.
Texada Island Official Community Plan Bylaw No. 551, 2019 – Public Hearing Report
The Board received the Texada Island Official Community Plan Bylaw No. 551, 2019 Public Hearing Report dated July 30, 2021.
The Board gave third reading and final adoption of same.
Budget Amendment Savary Island Fire Protection Service
The Board approved an amendment to the 2021 Savary Island Fire Protection Service budget to allocate funds from the COVID 19 Safe Restart Grant Funding towards the installation of a shower.
Provincial Wood Stove Exchange Program Grant Application
The Board will direct staff to apply for funding from the Wood Stove Exchange Program for 2022 and;
That funds be included in the 2021 Solid Waste Management service budget for advertising, education, awareness and rebate top-ups for the program.
Rod Tysdal and Shane Dobler, Powell River Salmon Society re Letter of Support to Ministry of Fisheries and Local Members of Parliament
The Board will submit a letter to the Ministry of Fisheries and Oceans and our local MP expressing support for the local Salmon Society’s work and the need to increase funding.
Chris Roddan, Brian Smart, Jay Yule and Steve Hopkins, Powell Lake Outdoor Learning Centre re Outdoor Learning Centre Improvements Update
The Board approved the construction of the School District 47 Powell Lake Outdoor Learning Centre Waterfront Enhancement Project.
Connecting British Columbia Program – Economic Response Intake and the Universal Broadband Fund
The Board will provide two letters of support, one to Telus for applying to the connecting British Columbia Fund and one to Telus for applying to the Universal Broadband Fund.

Maintenance Facility After Hours Lighting
The Board supported the procedure of leaving lights on through the night time hours at the maintenance facility; and will direct staff to contact the concerned neighbor and explain our position and limitations.
Rural Transit Solutions Fund
The Board authorized staff to submit an application to the Rural Transit Solutions Fund under the category of Planning and Design Projects.
BC Product Stewardship Council joint letter response to Stewardship Agencies of British Columbia, Guidance on Accessibility of Stewardship Programs
The Board supports a group letter put forward by the BC Product Stewardship Council to the Stewardship Agencies of British Columbia.
Procedure Bylaw No. 557, 2020 – Amendment – Director Brabazon Verbal Report
The Board will direct staff to amend Procedure Bylaw No. 557, 2020 section 3.3 of the Board Procedure Bylaw by adding a new sub-section which reads:
(c) section 3.3 (b) does not apply if the Chair is participating by video-conferencing.

The Board will direct staff to investigate the possibility of permitting volunteers to contribute towards Parks (and Cemetery) and report back to the Board with Policy Options.

The Board gave third reading and adoption to the “Texada Island Official Community Plan Bylaw No. 551, 2019”.
Director Brander Verbal Report
The Board approved the Chair writing letters to Minister of Health, Minister of the Environment and the Minister of Transportation and Infrastructure requesting that our Official Community Plan policies be respected and adhered to in their permitting endeavors as it represents the growth, land use and degree of regulation that our public desires.

The Board engaged Container West Manufacturing Ltd to manufacture, deliver and install the live fire training facility at the Northside Volunteer Fire Department Lund Firehall.
The Board engaged Salish Sea Industrial Services Limited to repair Van Anda Dock.
Dave Murphy was appointed to sit as members-at-large on the Agricultural Advisory Board.
